In a significant move to boost the credibility and protection of its services, the South African Social Security Agency (SASSA) has introduced a new biometric enrolment and identity verification system. Effective from May 5, 2025, this initiative will be applicable to individuals who do not have a standard 13-digit South African ID number. The agency aims to fortify its processes and reduce the risk of fraudulent activity through more advanced identity verification tools.
Updated Identity System to Curb Misrepresentation
The newly announced verification system is a mandatory process designed to improve the reliability of the agency’s grant distribution mechanisms. This new approach will apply not only to new applicants using alternative forms of identification but also to current beneficiaries who are undergoing reviews or making changes to their personal information. SASSA is taking this action to ensure that only eligible recipients continue to receive social assistance.
Regulation-Based Security Enhancement Begins in May
This verification upgrade is in accordance with Regulation 13(1) of the Social Assistance Act, and it highlights SASSA’s ongoing commitment to maintaining high standards of accuracy and safety. Paseka Letsatsi, spokesperson for the agency, emphasized that the initiative is a preventive step toward reducing identity misrepresentation. With identity fraud becoming an increasing concern, SASSA is proactively improving its system integrity.
Technology and Training Unite for Smooth Rollout

To effectively implement this biometric process, SASSA’s Information and Communication Technology division has teamed up with the State Information Technology Agency (SITA). This collaboration focuses on comprehensive training for a select group of ‘super-users’ who will lead the rollout. These specially trained staff members will then train other team members across the regions, ensuring a consistent understanding of the new procedures.
Skilled Staff Will Support National Enrolment Rollout
Every SASSA branch will include trained personnel capable of assisting clients with the new biometric enrolment process. By taking a Train-the-Trainer approach, SASSA guarantees that all regional offices will be prepared to assist beneficiaries with this transition. This widespread knowledge sharing will allow the implementation to take place without unnecessary delays or confusion.
Focused on Fair Distribution and Correct Identification
SASSA’s top priority remains delivering grants to the correct individuals. Letsatsi stressed that the agency is intensifying its efforts to ensure that all social grants are distributed to the right people, at the right time and in the right place. This enhanced verification strategy reinforces SASSA’s mission to uphold fairness and accountability in the grant system.
A Step Forward in Combating Identity Fraud
This biometric-based enrolment is more than just a security measure it is a crucial step in combating misuse of public resources. By strengthening identity checks, SASSA is positioning itself to better identify and stop instances of fraudulent claims, thus preserving the integrity of the national social assistance framework.
Ensuring Future-Ready Social Services for All
With the biometric system becoming part of SASSA’s standard procedures, the agency is making it clear that modernizing social services is not only about efficiency but also about accountability. This transition represents a long-term investment in building a secure and dependable social support system that truly benefits those in need.
